This zoid is from the next generation Robo Strux series, still over a decade ago.  He walks as his wings extend and his neck stretches.  His mouth opens as his electric motors whine.  It sounds like stress on the motor more than anything, but the timing tells me it is intentional.  The head shot reveals the little "chromish man" zoid trademark!
