With the Tomy "bot" series going strong at the time, Radio Shack decided to get in on the action.  The style is very similar, and even the name "Robby" seemed to be the trend as far as the entire robot picture went.  This robot is a typical remote control type, but it has another mode called "follow".  Above each arm is an ultrasonic sensor of some sort (I'm sure someone will correct me on this one) that senses direction from the hand held controller.  It finds your position by simple triangulation, which sensor is closest, or farthest from the hand control.
